Commissioning Level 2 carries delivery, storage, placement, fixing, cable pulling, termination and pre-start checks in a single bucket. That one stage covers weeks of work by multiple trades.
Almost all installation rework originates inside it. Equipment fixed before its position was signed off. Cable pulled toward a location nobody confirmed, then cut short and scrapped, or run long and coiled. Conductors dragged against their bend radius. Trays pulled out of alignment under tension. Phases crossed and not found until energisation.
None of it is discovered at the end. All of it is paid for at the end.
A person who was never on site should be able to read the record and know what was installed, where, and that it was correct. No phone call, no explanation.
Your commissioning provider owns Level 4 and Level 5. That is their job, their liability and their expertise, and nothing here touches it.
What they depend on is arriving to a clean site with complete evidence. When they do not get it, their first days go on writing non-conformities instead of commissioning, and that report reaches the main contractor.
